Certainly not. Smallcap Digest readers were the first investors to hear of Spectrum Sciences (OTCBB: SPSC) state of the art border remote security sensing system Safe-Borders. In December, when the stock was $1.80, we detailed the obvious benefits and technology that could well put Safe-Borders--and Spectrum--at the forefront of border security. And there's more... Since our December alert, the shares have risen from $1.80 to $2.70--better than a 50 percent return. Daily trade volumes continue to be impressive.  Even though the markets have been a tad ugly of late, Spectrum continues to execute its business plan and make the kind of corporate announcements and deals that have powered it forward even in this challenging environment. We firmly believe that the best is yet to come for Spectrum and continued accumulation of the shares is recommended. Safe-Borders, a hybrid of Spectrum's successful Safe-Range operations and management solution can be used to augment and focus--through remote sensing--the control, monitoring and surveillance of large geographic areas to vastly stem the flow of illegal aliens as well as potential terrorist threats. On March 23, Spectrum will demonstrate Safe-Borders (release attached) at the prestigious FOSE 2004 Government IT Trade Show in DC. SPSC will unveil a detailed working demo on a plasma screen at FOSE as well as have laptops loaded with the Safe-Borders software. Spectrum engineers will be in attendance to allow potential customers to experience and "pull apart" the technology. Nearly 20,000 national and international IT professionals are expected at FOSE 2004 as well as extensive representation from US Defense and Homeland Security Departments.  There will be few Government IT and security folk, globally, who haven't heard of Safe-Borders by the end of March. The buzz within the global Security community following FOSE should be significant. As we have said before, investors who act prior to contracts being announced will reap the benefits of Spectrum's growth over the next 6-12 months--which we believe will be significant. Spectrum's products define what is known as footprint technology. A footprint is the depiction of an event against a geographic background. Whether it's a large bombing range, a hostile territory or a large undefended border, the technology enhances and vastly improves the scope of mere human surveillance.  Data is gathered denoting actions to be taken as well as measuring the safety and effectiveness of different security scenarios. In essence, Spectrum's technologies focus on the ultimate success of the task at hand, whether it's establishing a Weapon Safety Footprint area in the case of Safe-Range or securing the borders with Safe-Borders. Given Spectrum's contacts within the Defense and Homeland Security sectors, its products have, and will continue to generate both high interest and, we believe, significant contracts. As well, Safe-Borders has industrial remote sensing applications such as securing a large warehouse or facility--nuclear, perhaps?-- with the ability to determine that the right people are in the right areas and not those who may have nefarious intent.  Spectrum has embarked on an aggressive program to roll out Safe-Borders to the appropriate security officials and sectors: regional and national as well as international. Safe-Borders can be ground based or a built as a suite of hardware and software that can be fitted to either a manned or an unmanned aircraft. The benefits to the successful surveillance of large geographic areas are obvious. With the number of people entering the US illegally increasing, the quick deployment of technologies to address this threat is of paramount importance to the US Government both from a security as well as an economic perspective. It appears that Spectrum's Safe-Border technology could well answer all of those security challenges, both for government(s) as well as commercial applications.     Press Release  Spectrum Announces World Premier Demonstration of `Safe-Borders' Technology  Government Officials and Media to Witness First Public Demonstration at Government Information Technology Trade Show FORT WALTON BEACH, Fla., Mar 17, 2004 (BUSINESS WIRE) --  Spectrum Sciences and Software Holdings Corp. (OTCBB:SPSC), focused on homeland security through the provision of full-service, quality solutions to complex and diverse government initiatives, announced today that it will present the inaugural public demonstration of its Safe-Borders next generation technology on March 23, 2004 at FOSE 2004 Government IT trade show in Washington, D.C.  Safe-Borders is an innovative concept for border security and control developed by Spectrum. Safe-Borders will provide government and commercial entities with an affordable capability to control, monitor or survey large geographic regions and/or high value assets. The military defines this capability as a Command, Control, Intelligence, Surveillance & Reconnaissance (C2ISR) system. The Safe-Borders C2ISR capability will integrate existing and proven technologies thereby reducing program risk and system life-cycle costs and attendant affordability. At the heart of the Safe-Borders C2ISR system is the Safe-Range software application and the "footprint" technologies developed by Spectrum. Safe-Range technologies have been in use by the United States and foreign military services for close to 20 years and will provide the software architecture and footprint modeling technologies required for the Safe-Borders C2ISR system. For additional information please see: www.Safe-Borders.com . "We are honored to have such a prestigious event for the most important product launch in Spectrum Sciences' history," stated David Heikkinen, Director of IT Business Development for Spectrum. "Safe-Borders is a systematic solution for remote sensing requirements and is an extension of our 'Safe-Range' product in use by the U.S. Government for over 20 years. While the Safe-Borders product is specifically designed to meet America's increasingly important border control problems, we feel it has the capabilities to solve many of the Government's critical remote sensing requirements as well."  Mr. Heikkinen concluded by noting, "In addition to the large number of government IT professionals who will be in attendance, we anticipate significant attendance by members of the press as well for this threshold event."  About Spectrum Sciences & Software Holdings Corp.  Spectrum Sciences & Software Holdings Corp. is highly focused on Homeland Security through the provision of full service, quality solutions to complex and diverse government initiatives.
